Vic: Clark says indigenous plan unworkable = 2

However, former Aboriginal affairs minister FRED CHANEY says the plan could be the
start of a bright new future for the Mulan community.

Mr CHANEY says that like many remote desert communities, Mulan has significant problems.

He says that if the government has talked to the community and if the community has
agreed that these are issues that need to be addressed, then that may be a very positive
thing.

But he says if it's just something that's been rudely imposed by some bureaucrat in
Canberra, that would be a bad thing.
